Tour plan with family

My brother decided to go on cheap tours las vegas with his friends. But my mother was angry with him because she wanted to go on this tour with all her family members. He denied it because he wanted to enjoy this trip with friends and wanted to get an experience with friends. Now he wants to say sorry to his mother and after enjoying a friend's trip wants to go with family. However, he is confused about his mother's mood and has no plan to get ready for this destination with his mother. if you have any idea about decreasing mother anger then try to share here.
